The Sugar Creek Headwaters Ecosystem Study is a national EPA model for local community capacity building. The approach is called the "Sugar Creek Method" and involves extensive benchmarking of headwater streams and water quality at a meaningful level to the local people. The project includes stakeholder surveys, GIS, Landsat, and BMPs. The project links SWCDs, OEPA, ODNR, and OSUE.
